The Skill concept exists in all the games. Usually a distinction is made between Secondary (no bonus) and Other / Related / Elective (get a bonus). OCC is basically the same except it tends to be more rigid (fixed skills) but there are options for OCC skills and category restrictions for non-OCC as well.
HU2p48 has rules for learning bonus skills outside your normal gains.
RUE's revamp of the Rogue Scholar also has rules for learning SECONDARY skills from a teacher. It can't teach non-secondary skills like Boxing but notable HTH Basic is defined as a secondary skill in HU so it could be taught, which is useful for creatures who have no HTH at all.
Mind Bond can be temporarily used to give 2 parties each other's skills (while retaining their own) so they get bonuses of any skills they are missing.
Bleed Skills (first in Africa, then Psyscape 45) could also accomplish gaining skills one normally would not have access to.
Powers Unlimited has two other psi which work this way:
- Mimic Skills on 91 (sensitive or super)
- Steal Skills on 92 (super)
Magic-wise, Federation of Magic pg 137 introduced a 5th level spell Instill Knowledge can instill one skill.
